Operation NEMEA scenario

EXERCISE

Early 2006 the situation of ethnic minorities in both BEACHLAND and AMBERLAND aggravated.

Incidents including artillery fires occurred between the two armed forces along the borders. The armed ethnic group Scorpions intensified their aggressive actions namely in the Uelzen area.

UN Security Council resolutions failed to prevent an open conflict that started on 13 June 2006 with the AMBERLAND forces attacking BEACHLAND via WINSEN/LUHE and UELZEN in order to free the oppressed AMBERLAND population living in BEACHLAND.

On 17 June 2006 AMBERLAND forces controlled the cities of UELZEN and MUNSTER, but not the entire region. The sparely populated region along the international boundary line (IBL) was completely occupied. Previous BEACHLAND forces mining operations hampered further movements.

In a second attack AMBERLAND armed forces advanced via LÜBECK, further heading southbound. Objectives were LÜBECK and HAMBURG harbor. After initial success and territory gain of about 30 kilometers the attack stopped.

BEACHLAND armed forces counterattacked and restored territorial integrity in the northern part.

Neither AMBERLAND nor BEACHLAND are currently conducting additional offensive operations.

The humanitarian situation for the estimated 150,000 refugees on both sides of the cease-fire line is deteriorating.

The KARUP (Denmark) peace agreement of 17th October 2006 allows the international community to take actions. After the UN resolution 1349 of 29th January 2007 the EU decided to launch a Chapter VII operation.
